ENCLOSURE H
REPORTING ORGANIZATION RELATED SETS
1. Purpose. Use RPTNORG and related sets to:
a. Acknowledge command reporting responsibility (RPTOR) for a new
registered and validated unit of the U.S. Armed Forces.
b. Identify organizations with a special interest in a unit.
c. Acknowledge command reporting responsibility by a commander of U.S.
forces under the OPCON of a combined command.
d. Transfer command reporting responsibility for a unit.
e. Accept command reporting responsibility for a unit.
f. Abort a transfer of command reporting responsibility for a unit that has
not yet been accepted by another command.
2. Preparing the RPTNORG Set
a. RPTNORG Set
(1) Use the RPTNORG set to submit RPTOR data for a newly registered
and validated unit.
(2) Use the RPTNORG set to change the subordinate RPTOR or any of
the interest commands for a previously registered unit.
(3) Use the RPTNORG set to downgrade the security classification of a
previously submitted RPTNORG set.
b. Security Classification Field. Make an entry in this field every time the
RPTNORG set is used. Use a classification code to identify the highest security
classification assigned to information contained in the RPTNORG set, including
unchanged previously reported fields. Valid codes are “S” for SECRET, “C” for
CONFIDENTIAL, and “U” for UNCLASSIFIED.
c. Transaction Type Code Field. Make an entry in this field every time the
RPTNORG set is used. Valid entries for this field are “A” and “C.” “A” is used
only to identify the authoritative organization and interest commands
immediately after the unit's registration and validation in GSORTS. Select “C”
for “change” any other time the RPTNORG set is used.
d. Destination Arrival Date (ARRDT) Field in the RPTNORG Set. Make an
entry in this field in the first report after the unit's registration and validation

(i.e., an “A” in the Transaction Type Code field). Enter the date the unit or the
largest concentration of the unit arrived at its current location or, if the unit is
newly activated, the date of its activation. Enter “ARRDT:” followed by the date
with four digits for the year and two digits each for the month and day (i.e.,
YYYYMMDD). This field, in combination with the RPTOR field, is used to
establish or change initial reporting responsibilities for a unit.
e. RPTOR Field in the RPTNORG Set. Make an entry in this field in the
first report after the unit's registration and validation (i.e., an “A” in the
Transaction Type Code field). Enter “RPTOR:” followed by the UIC of the
organization responsible for the information on the unit identified in the
Reported UIC field of the RPTDUIC set. Use this field, in combination with the
ARRDT field, to establish initial reporting organization responsibilities for a
new unit.
f. Subordinate Reporting Organization (SBRPT) Field in the RPTNORG Set
(1) Make an entry in this field in the first report after the unit’s
registration if required by authoritative organization policy, (i.e., the first report
requires an “A” in the Transaction Type Code field). Use this field when
subordinate reporting responsibility changes without a change in command
reporting responsibility. To make a change, enter a “C” in the Transaction
Type Code field. Enter “SBRPT:” followed by the UIC of the organization having
subordinate reporting responsibility for the unit that is identified in the
Reported UIC field in the RPTDUIC set. To delete previous entries, enter
“SBRPT:” followed by “?”.
(2) Enter a hyphen (“-”), indicating no change required, if making
entries in following fields in the RPTNORG set and a subordinate reporting
organization is not identified or the previous entry is still current.
g. Interested Command (INTR) Fields in the RPTNORG Set
(1) Make an entry, at authoritative organization discretion, in one or
more of the fields INTR1, INTR2, INTR3, or INTR4 in the initial report after unit
registration. Units available as INTR commands are identified in reference c.
(2) Make an entry in one or more of these fields (INTR1, INTR2, INTR3,
or INTR4) when the previously identified interested command changes.
(3) Enter INTR1, INTR2, INTR3, or INTR4 followed by the UIC of the
appropriate organization from Enclosure R.
(4) Enter a question mark (“?”) in the appropriate field to clear any of
the INTR fields.

(5) Enter a hyphen (“-”), indicating no change required, if making
entries in the RPTNORG set and the previously reported entry in the INTR1
field is still current.
3. Preparing the Losing Organization Set. Use the LOSING set whenever
transferring authoritative organization responsibility and when there are
adequate time and communications means to coordinate responsibilities
concerning the transferring unit. The organization currently with authoritative
organization responsibility for the unit being transferred will prepare the
necessary fields in this set.
a. Set SCLAS Field. Make an entry in this field every time the LOSING set
is used. Use a classification code to identify the highest security classification
assigned to information contained in LOSING, including unchanged previously
reported fields. Valid codes are “S” for SECRET, “C” for CONFIDENTIAL, and
“U” for UNCLASSIFIED.
b. Transaction Type Code Field. Make an entry in this field every time the
LOSING set is used. The only valid entry for this field is “C.”
c. Gaining Command (GCMD) Field in the LOSING Set. Make an entry in
this field every time the LOSING set is used. Enter “GCMD:” followed by the
UIC of the command gaining oversight responsibilities for the transferred unit
identified in the Reported UIC field in the RPTDUIC set. Enter a question mark
(“?”) to clear the entries in the transfer information fields if the LOSING set was
previously submitted in error or if the planned transfer was canceled.
d. Effective Date of Transfer (TDATE) Field in the LOSING Set. Make an
entry in this field every time the LOSING set is used. First establish the
effective transfer date as mutually agreed upon by the losing and gaining
organizations. Enter “TDATE:” followed by the date with four digits for the year
and two digits each for the month and day (i.e., YYYYMMDD).
e. Destination Location (TRGEO) Field
(1) If directed by the authoritative organization or at the unit's
discretion, enter the planned transfer destination for the unit that is identified
in the Reported UIC field in the RPTDUIC set. Enter “TRGEO:” followed by the
GEOLOC for the base, station, port, city, or other location of the unit. Valid
GEOLOCs are in the GEOFILE maintained as a standard JOPES reference file.
If there is no GEOLOC assigned for the location, use the closest GEOLOC
available.
(2) Enter a hyphen (“-”), indicating no change required, if making an
entry in the LOSING set and the previously reported entry in the TRGEO field
is still current.

(3) Enter a question mark (“?”) to remove a previously reported entry in
this field.
f. Origin Departure Date (DEPDT) Field
(1) If directed by the authoritative organization, enter the date that the
unit or the main concentration of the unit departed from its previous location
upon being transferred. Enter “DEPDT:” followed by the date with four digits
for the year and two digits each for the month and day (i.e., YYYYMMDD).
(2) Enter a question mark (“?”) to remove a previously reported entry in
this field.
4. Preparing the GAINING Set. Use this set whenever transferring oversight
responsibility and there is adequate time and communications means to
coordinate responsibilities concerning the transferring unit. The organization
gaining oversight responsibility for the unit being transferred will prepare the
necessary fields in this set.
a. Set SCLAS Field. Make an entry in this field every time the GAINING set
is used. Use a classification code to identify the highest security classification
assigned to information contained in the GAINING set, including unchanged
previously reported fields. Valid codes are “S” for SECRET, “C” for
CONFIDENTIAL, and “U” for UNCLASSIFIED.
b. Transaction Type Code Field. Enter a “C” in this field every time the
GAINING set is used.
c. ARRDT Field in the GAINING Set. Make an entry in this field every time
the GAINING set is used. Enter the date the unit or the largest concentration
of the unit arrived at its transfer destination. Enter “ARRDT:” followed by the
date with four digits for the year and two digits each for the month and day
(i.e., YYYYMMDD). This field, in combination with the RPTOR field, is used to
transfer reporting responsibilities for the unit.
d. RPTOR Field in the GAINING Set. Make an entry in this field every time
the GAINING set is used. Enter “RPTOR:” followed by the UIC of the
organization that is reporting the information provided by and pertaining to the
unit identified in the Reported UIC field in the RPTDUIC set. This field in
combination with the ARRDT field is used to transfer reporting organization
responsibilities for the unit.
e. SBRPT Field in the GAINING Set
(1) Make an entry in this field when subordinate reporting organization
responsibility changes at the same time there is a change in CRO

responsibility. Enter “SBRPT:” followed by the UIC of the organization now
having subordinate reporting organization responsibility for the unit identified
in the Reported UIC field in the RPTDUIC set.
(2) Enter a hyphen (“-”), indicating no change required, if making
entries in the GAINING set and the previously reported entry in the SBRPT field
is still current or if a subordinate reporting organization is not being identified.
f. Interested Command Fields in the GAINING Set. See paragraph 2g,
items 1 - 5, for use of the INTR fields.
5. Preparing the Single-Phase TRANSFER Set. Use this set to transfer CRO
responsibilities in a single transaction. Do not use TRANSFER if using either
the LOSING or GAINING set.
a. Set SCLAS Field. Make an entry in this field every time the TRANSFER
set is used. Use a classification code to identify the highest security
classification assigned to information contained in the TRANSFER set. Valid
codes are “S” for SECRET, “C” for CONFIDENTIAL, and “U” for UNCLASSIFIED.
b. Transaction Type Code Field. Make an entry in this field every time the
TRANSFER set is used. The only valid entry for this field is “C.”
c. TDATE Field in the TRANSFER Set. Make an entry in this field every
time the TRANSFER set is used. Enter the effective date of transfer as assigned
by report originator. Enter “TDATE:” followed by the date. Use four digits for
the year, with two digits each for the month and day (i.e., YYYYMMDD).
d. RPTOR Field in the TRANSFER Set. Make an entry in this field every
time the TRANSFER set is used. Enter “RPTOR:” followed by the UIC of the
organization responsible for the data pertaining to the unit identified in the
Reported UIC field in the RPTDUIC set.
e. SBRPT Field in the TRANSFER Set
(1) Make an entry in this field when subordinate reporting organization
responsibility changes with the change in oversight responsibility. Enter
“SBRPT:” followed by the UIC of the organization now having subordinate
reporting organization responsibility for the unit identified in the Reported UIC
field in the RPTDUIC set.
(2) Enter a hyphen (“-”), indicating no change required, if entering data
in the TRANSFER set and the previously reported entry in the SBRPT field is
still current or a subordinate reporting organization is not being identified.
f. Attached Command Unit Identification Code (ATACH) Field. Make an
entry in this field every time the TRANSFER set is used. Enter “ATACH:” and

the UIC for the new organization that has acknowledged responsibility for
submitting GSORTS reports for the unit identified in the Reported UIC field of
the RPTDUIC set.
g. INTR Fields in the TRANSFER Set. See paragraph 2g, items 1 - 5, for

ORGANIZATION LOCATION AND REPORTING ORGANIZATION DATA SETS
1. Purpose. Use the ORGLOCN set to identify units involved under operational
and administrative control of a temporary or permanent parent unit, unit home
and present locations and current status and activity codes.
2. Preparing the ORGLOCN Set
a. Set SCLAS Field. Make an entry in this field every time the ORGLOCN
set is used. A classification code identifies the highest security classification
assigned to information contained in the ORGLOCN set. Valid entries for this
field are “S” for SECRET, “C” for CONFIDENTIAL, and “U” for UNCLASSIFIED.
b. Transaction Type Code Field. Make an entry in this field every time the
ORGLOCN set is used. Valid entries are “A” for add, “C” for change, and “R” for
replace.
(1) Use “A” for the first occurrence of the ORGLOCN set for a unit.
(2) Use “C” to change values of fields.
(3) Use “R” to clear all fields in all tables except BIDE and RPTNORG.
c. Combatant Command or Service Command Code (CSERV) Field.
Service, combatant command, or agency headquarters must review the Forces
For Unified Commanders document and designate which units will fulfill the
responsibilities described therein. That same headquarters is also responsible
for ensuring that identified units have proper combatant command assignment
information registered in the CSERV field.
(1) Make an entry in this field when initially reporting on the unit and
whenever there is a change in the Forces For or other authoritative document.
Use codes from Enclosure R, Table 38, according to the following:
(a) For units assigned to a combatant command, enter the code of
the combatant command.
(b) For units with a Service affiliation, and not assigned to a
combatant command, enter the code of the Service
(c) Enter the code of the combatant command if a Guard or Reserve
unit is assigned to a combatant command for training readiness oversight IAW
reference b.

(d) Enter the code of the NGB if an NG-Joint unit (one without a
Service affiliation) is not assigned to a combatant command.
(e) For all other units, enter a CSERV code as directed by the
authoritative organization.
(2) Enter a hyphen (“-”), indicating no change required, if making
entries in ORGLOCN and the previously reported entry in the CSERV field is
still current.
d. Organization Exercising Operational Command and Control Field. For
the purpose of this data element, units must enter the UIC of the next higher
or parent unit exercising OPCON over the registered unit.
(1) Make an entry in this field when initially reporting on a unit or
whenever there is a change in that unit’s next higher headquarters in the
operational chain of command. The authoritative organization may also
designate an OPCON for that unit. Authoritative organizations will ensure that
an unbroken operational hierarchical chain of command is maintained. Enter
“OPCON:” followed by the UIC of the appropriate organization.
(2) Enter a hyphen (“-”), indicating no change required, if making
entries in the ORGLOCN set and the previously reported entry in the OPCON
field is still current.
(3) Enter a question mark (“?”) to remove a previously reported entry in
this field.
e. Organization Exercising Administrative Control (ADCON) Field. For the
purpose of this data element, units must enter the UIC of the next higher or
parent unit exercising administrative control over the registered unit.
(1) Make an entry in this field when initially reporting on a unit or
whenever there is change in the next higher command in the administrative
chain of command above the unit. The reported organization's superior
exercising ADCON is normally its immediate supervisor in the administrative
chain of command. However, the commander of the major command
responsible for GSORTS reporting of the organization may otherwise designate
an ADCON for that organization. Authoritative organizations will ensure that
an unbroken administrative hierarchical chain of command is maintained.
Enter “ADCON:” followed by the UIC of the appropriate organization.
(2) Enter a hyphen (“-”), indicating no change required, if making
entries in the ORGLOCN set and the previously reported entry in the ADCON
field is still current.

f. Home Location Code (HOGEO) Field
(1) Make an entry in this field when initially reporting on a unit or
whenever there is a change in its home location (i.e., the permanent location
that the unit occupies when not committed to an operation). Enter “HOGEO”
followed by the GEOLOC for the base, station, port, city, or other place where
the reported unit is home based. Valid GEOLOCs are in the GEOFILE
maintained as a standard JOPES reference file.
(2) Enter a hyphen (“-”), indicating no change required, if making
entries in the ORGLOCN set and the previously reported entry in the HOGEO
field is still current.
g. PRGEO or Organization Embarked (EMBRK) Field in ORGLOCN
(1) Make an entry in this field when initially reporting on a unit or
whenever its present location changes. There are only two types of entries
allowed in this field: present PRGEO code or the UIC of the ship on which a
unit is embarked.
(2) Report the location of the organization in one of the following ways:
(a) Use PRGEO whenever the unit is not embarked onboard ships.
Enter “PRGEO:” followed by the GEOLOC for the base, station, port,
installation, or ocean area where the unit is currently located. Valid GEOLOCs
and Ocean Area GEOLOC assignments are in the GEOFILE maintained as a
standard JOPES reference file. Use the unit location with the largest
concentration of personnel and equipment. If evenly split among multiple
locations, use the location of the unit's command element.
(b) Use EMBRK whenever the unit is embarked onboard ships.
Enter “EMBRK:” followed by the UIC of the ship on which the unit is embarked.
If the unit is embarked on more than one ship, use the UIC of the ship that has
the largest concentration of personnel and equipment. If evenly split among
multiple ships, use the UIC of the ship carrying the unit's command element.
(c) Enter a hyphen (“-”), indicating no change required, if making
entries in the ORGLOCN set and the previously reported entry in the PRGEO or
EMBRK fields is still current.
h. ACTIV Field
(1) Make an entry in this field when initially reporting on a unit or
whenever a unit’s current tasking changes. Enter “ACTIV:” followed by a valid
activity code from Enclosure R, Table 34.

(2) Enter a hyphen (“-”), indicating no change required, if making
entries in the ORGLOCN set and the previously reported entry in the ACTIV
field is still current.
i. Defense Condition Status (DFCON) Field
(1) Only USAF units report DFCON status. Make an entry in this field
when initially reporting on a unit or whenever a change in the Defense
Readiness Condition (DEFCON) or the NATO Formal Alert System is imposed
on the unit by competent authority. “DFCON:” is entered followed by a valid
code from Enclosure R, Table 39.
(2) Classify the ORGLOCN set as SECRET if making an entry other than
“5” in the DFCON field.
(3) Enter a hyphen (“-”), indicating no change required, if making entries
in the ORGLOCN set and the previously reported entry in the DFCON field is
still current.
(4) Enter a question mark (“?”) to remove a previously reported entry in
this field.
j. Percent Effective (PCTEF) Field. PCTEF (Overall-Assigned) provides a
subjective assessment of the unit’s ability to execute an assigned mission.
Commanders will report this information as specified by reference c.
(1) Enter a hyphen (“-”), indicating no change required, if making
entries in the ORGLOCN set and the previously reported entry in the PCTEF
field is still current.
(2) Enter a question mark (“?”) to remove a previously reported entry in
this field.
k. Parent Organization's UIC Field
(1) Make an entry in this field to describe the peace-time non-deployed
organizational parent command, or to describe when the reported unit was
formed from the organic resources of another registered unit. Enter “PUIC:”
followed by the UIC of the parent unit or unit providing the resources. A unit
can be both a parent organization and a detached unit. If a detached unit
divides into elements that need to be tracked for operational reasons, identify
each element as a detached unit of the new parent.
(2) Enter a question mark (“?”) to remove a previously reported entry in
this field.

(3) Enter a hyphen (“-”), indicating no change required, if making
entries in the ORGLOCN set and the previously reported entry in the PUIC field
is still current.
l. Organic Unit Established (FLAG) Field
(1) This entry indicates the reported unit has one or more detached
organizations formed from its organic resources and the detached organization
is registered in GSORTS. In addition, it indicates the reported unit has become
the parent of the detached organization. Enter “FLAG:” and the appropriate
code. Enter “Y” (yes) to indicate the unit has formed and registered the first
detached organization. Enter “N” (no) if the unit has not formed a detached
organization registered in GSORTS.
(2) Enter a question mark (“?”) to clear the field if a unit was previously
reported as having detached organizations formed from its organic resources
but no longer has such organizations.
(3) Enter a hyphen (“-”), indicating no change required, if making
entries in the ORGLOCN set and the previously reported entry in the FLAG field
is still current.
m. Combined Command Code (CBCOM) Field
(1) Make an entry in this field when the reported unit begins operating

1. Purpose. The RESERVES set provides information about a registered unit
of the Reserve Component (RC) of the U.S. Armed Forces directed to mobilize or
be included as part of a Presidential call-up. The RC consists of Reserve and
National Guard entities.
2. Set SCLAS Field. Report a value in this field every time the RESERVES set
is used. Enter a classification code to identify the highest security
classification assigned to information contained in the RESERVES set. Valid
codes are “S” for SECRET, “C” for CONFIDENTIAL, and “U” for UNCLASSIFIED.

1. Purpose. The Resources and Training Status Segment provides information
identifying a unit’s measured resource area levels, reasons for degradation,
forecasted C-Levels, and effective dates.
2. Preparing the OVERALL Set. Use this set when initially reporting on a
measured unit and whenever there is a change to any of the sets in the
Resources and Training segment.
a. Set SCLAS Field. Make an entry in this field every time the OVERALL
set is used. Use a classification code to identify the highest security
classification assigned to information contained in the OVERALL set and the
other sets in the Resource and Training segment except for remarks. Valid
entries for this field are “S” for SECRET, “C” for CONFIDENTIAL, and “U” for
UNCLASSIFIED.
b. Transaction Type Code Field. Make an entry in this field every time the
OVERALL set is used. Valid entries are “A” for add, “C” for change, and “D” for
delete.
c. RICDA Field. Except for set deletions, make an entry in the RICDA field

A date must be used that is either the same as or more recent than the current
value for the RICDA field in the GSORTS database.

GSORTS software allows a unit to have simultaneously several different groups
of resources and training status data in the GSORTS database. GSORTS

CATLIMIT sets, along with associated remarks.
(2) Enter “TREAD:” followed by one of these codes: CGMSN, JCRR1,
NAVAL, ORDNA, OVALL, 01HRS to 72HRS, or CBDRT. Select the code
according to the following:
(a) CGMSN. Use this code (USCG units only) to report the resource
and training status for a USCG-unique mission.

the resource and training status for the full wartime mission for which the unit
has been organized or designed that is achievable within a mission or alert
response time of 72 hours or less.
(g) CBDRT. Use this code to report the chemical, biological,
radiological, and nuclear defense resource and training status as of the report
DTG.
e. Current Overall Category Level (READY) Field. An entry is made in the
READY field every time the OVERALL set is used. Enter “READY:” followed by
the overall C-Level (i.e., “1,” “2,” “3,” “4,” or “5”) showing how well the unit
meets prescribed levels of personnel, equipment, and training for the wartime
mission entered in the field TREAD. If entering “2,” “3,” “4,” or “5” in the
READY field, ensure the Primary Reason Unit Is Not C-1 (REASN) field is
completed.
f. Current Overall Chemical, Biological, Radiological, and Nuclear Defense
(CBDRT) Level. Commanders will provide this assessment using the TREAD
“CBDRT” in the READY field of the OVERALL set. Commanders will also
provide assessments in the CBDRT Equipment and Supplies-On-Hand (ESRAT)
field of the EQSUPPLY set and the CBDRT Measured Resource Area Level for
Training (TRRAT) field of the TRAINING set. Neither the EQCOND nor the
PERSONEL set are required if TREAD = “CBDRT.”
(1) READY Field. Make an entry in the READY field every time a
CBDRT report is submitted. Enter “READY:” followed by the overall level (i.e.,
“1,” “2,” “3,” “4,” or “5”) showing how well the unit meets prescribed levels of
equipment and training to perform its mission under chemical or biological
threat conditions per reference c. Do not use the chemical and/or biological

TREAD = “OVALL.”

(3) ESRAT Field. Make an entry in this field every time the OVERALL
set is used as a part of a CBDRT report.
(4) Primary Reason S-Level Not S-1 (ESRES) Field. Make an entry in
the ESRES field if the unit is less than S-1. Use Enclosure R for valid ESRES
codes.
(5) TRRAT Field. Make an entry in this field every time the OVERALL
set is used as a part of a CBDRT report.
(6) Primary Reason T-Level Not T-1 (TRRES) Field. Make an entry in
this field if the unit’s T-level is less than T-1. Use Enclosure R, Tables 42
through 53 for valid degradation Reason Codes.
g. REASN Field
(1) Make an entry in this field when the C-Level changes from C-1,
there is a “6” in one or more measured areas, the unit is C-1 with deployed
resources, or there is a change in the primary reason for a previously reported
C-level degradation.
“REASN:” is entered, followed by the code indicating the
primary reason according to the following:
(a) If the overall C-Level is C-2, C-3, or C-4, enter the code reflecting
primary reason the unit did not report C-1. Enter a “P” in the REASN field for
personnel, “S” for equipment and supplies on hand, “R” for equipment
condition, “T” for training, “X” for a commander’s subjective upgrade or
downgrade, or one of the deployed codes (“D,” “E,” “F,” or “G”) as described in
Enclosure R.
(b) If the commander subjectively changes the overall C-level to
reflect a higher or lower level than the lowest of the measured areas, enter an
“X” in the REASN field.
(c) If the overall C-Level is C-1 and there is a “6” in any measured
area, enter a “6” in the REASN field.
(d) If the overall C-level is C-5, based on any resource area equal to
“5,” enter an “N” in the REASN field.

unit reports “C-1” in the “READY” field. If the commander subjectively changes
the overall C-level and enters an “X” in the REASN field, enter “F” in the
SECRN field.
(i) If the commander assesses 36 to 75 percent of the overall unit
capability is deployed, enter a “G” in the REASN field. Report “G” even if the
unit reports “C-1” in the “READY” field. If the commander subjectively changes
the overall C-level and enters an “X” in the REASN field, enter “G” in the
SECRN field.
(2) If making entries in the OVERALL set and the previously reported
entry in the REASN field is still current, enter a hyphen (“-”) indicating no
change required. NOTE: The OVERALL set will not update without an entry in
the REASN field.
h. SECRN Field
(1) If directed by the authoritative organization, or to amplify data on
shortfalls, make an entry in this field to identify the next most limiting factor
on the C-level. If a value is entered in the SECRN field, a value must be
entered in the REASN field unless the existing entry for the REASN field
remains accurate. Use Enclosure R, Tables 42 through 53 for valid
degradation Reason Codes.
(2) To remove a previously reported entry in this field, enter a question
mark (“?”) to clear the field. If the SECRN field is blanked out, GSORTS
software will also blank out the Tertiary Reason Organization Not C-1 (TERRN)

this field.
j. New Type Report Field (NEWTREAD) Field
(1) Make an entry in this field to change the existing TREAD entry
without submitting a complete report. If a value is entered in the NEWTREAD
field, a value must be entered in TREAD field. The GSORTS software uses the
NEWTREAD field to change the TREAD value and realign the associated
REMARKS records.
(2) Enter “NEWTREAD:” followed by the appropriate type report:
CGMSN, JCRR1, NAVAL, OVALL, ORDNA, or 01HRS to 72HRS.
(3) To use the NEWTREAD field an entry must have previously been
submitted in the OVERALL TREAD field.
3. Preparing the PERSONNEL Set (P). Use this set when initially reporting on
a measured unit and whenever the P-level or personnel degradation reason
changes. Use reference c and the information in the following paragraphs to
prepare the P set.
a. Measured Area Level for Personnel (PRRAT) Field. Make an entry in this
field every time the P set is used. Calculate a P-level according to the
instructions in reference c.

not “1,” a change of C-level is predicted or when the forecasted date of change
expires. Use reference c and the information in the following paragraphs to
prepare the FORECAST set.
a. Forecasted Category Level Change (CARAT) Field. Make an entry in this
field every time the FORECAST set is used. Enter “CARAT:” followed by “1,”
“2,” “3,” “4,” or “5” to reflect the forecasted overall C-level. The GSORTS
processor will not accept a value in the CARAT field equal to the value in the
READY field. An exception is if the value in READY is the result of a
commander’s assessment (i.e. an “X” in REASN). When the overall C-level
returns to C-1 and a reduction in C-level is not forecast, enter a question mark
(“?”) to clear the field. When clearing the CARAT field with a question mark,
also clear the Forecasted Date of Change (CADAT) field.
b. CADAT Field. Make an entry in this field to indicate the forecasted date
the unit's overall C-level will change. Enter “CADAT:” followed by the date in
the format: YYYYMMDD. Note: the GSORTS processor will only accept a date
greater than the date in the SORTUNIT set. For Standing JTFs that have an
assigned activation date, enter the date of assigned activation. Enter a
question mark (“?”) to clear the CADAT field. If clearing the CADAT field with a
question mark, also clear the CARAT field.
8. Preparing the CATLIMIT Set. Use this set whenever a category limitation or
the reason for a category limitation changes. Use Table 28 and the information
in the following paragraphs to prepare the CATLIMIT set.
a. Category Level Limitation (LIM) Field
(1) Make an entry in this field when either of these conditions occurs:
(a) When a unit can never attain C-level 1 with the authoritative
organization authorizations of personnel and/or equipment. A unit will make
this entry only at authoritative organization direction. Budgetary restrictions
may require an authoritative organization to allocate resources in such a way
that certain units are unable to reach the resource and training levels needed
to undertake the full wartime mission for which the unit is organized or
designed. In these cases, the authoritative organizations will determine the
maximum attainable C-level and provide it to the unit to report in the
CATLIMIT set.
(b) When a unit could never attain C-level 1 with the personnel
and/or equipment allowed by the combatant command. A unit will make this
entry only at combatant command direction and with authoritative
organization concurrence. Status of forces agreements or treaties may require
a combatant command to limit the total force structure in the area of

responsibility. Certain units may be unable to reach the resource and training
levels needed to undertake their full wartime mission. In these cases, the
combatant command, in concert with the applicable authoritative organization,
will determine the maximum attainable C-level and provide it to the unit to
report in the CATLIMIT set.
(2) Enter “LIM:” followed by “2,” “3,” “4,” or “5” to reflect the highest
overall C-level achievable under the authoritative organization- or combatant
command-imposed limitation. Enter a question mark (“?”) to delete data from
this field.
b. Reason for Category Level Limitation (RLIM) Field. Make an entry in this
field whenever the area most affected by the authoritative organization- or
combatant command-imposed limitation changes. Enter “RLIM:” followed by
“P,” “S,” “R,” or “T.” Enter a question mark (“?”) to delete data from this field.
9. Preparing the Resource and Training Status REMARKS Segment. Use this
segment to add or delete plain language remarks that amplify data reported in
formatted fields. Use Enclosure L to prepare the remark segment.
a. Provide remarks for the following, as applicable.
(1) Current overall category level is less than C-1 because of problems
in more than one resource area. Provide a summary when multiple areas limit
C-level. Enter “READY” in the Data Element Label field of the LABEL set. List
resource types with problems; provide numbers authorized, required, assigned,
and available; explain problem causes if known; identify assistance already
requested; and highlight further actions required.
(2) Unit undergoing major equipment conversion or transition (i.e., “5”
is used in the READY field). Enter the programmed date or period for the
transition. Make an estimate of when the unit will be able to undertake its
mission. Use “CADAT” in the Data Element Label field of the LABEL set.
(3) Unit is deactivating. Give the planned date. Use “CADAT” in the
Data Element Label field of the LABEL set.
(4) Unsatisfactory operational readiness inspection. Give the rationale
and an explanation of why the commander feels inspection results are not
indicative of resource and training levels needed to undertake the wartime
mission. Use “REASN” in the Data Element Label field of the LABEL set.
(5) Measured resource area level for PRRAT field is less than P-1. Use
“PRRES” in the Data Element Label field of the LABEL set. List personnel
occupational specialty codes with problems; state numbers authorized,

MAJOR EQUIPMENT AND CREW STATUS SEGMENT
1. Purpose. Use this chapter to report the location and status of those major
equipment items and their crews authorized or allocated to the unit listed in
the GSORTS standard reference file, MEQPT. Instructions for submitting
reports to add, delete, and update the MEQPT file are in Enclosure Q.
2. Preparing the MEQLOCN Set
a. Use this set when initially reporting on a unit authorized or possessing
any of the major equipment items listed in the standard GSORTS reference file,
MEQPT. Submit the MEQLOCN set for each combination of major equipment
type and location to show major equipment status at all locations occupied by
the unit. There is no practical limit to the number of MEQLOCN records a unit
may possess. Authoritative organizations will report major equipment and
crew status for partial deployments.
b. After the initial report, use this set when equipment types, locations,
and amounts and crew types, locations, and amounts change.
c. Calculating Equipment and Crews
(1) When submitting the MEQLOCN set, units should ensure the
numbers of deployed crews or equipment do not exceed the total number
possessed.
(2) When the number of previously reported authorized, allocated,
possessed, or operationally ready equipment or crewmembers at deployed
location or embarked on ship are deleted, the system will return the number of
authorized, allocated, or possessed to the unit totals.
(3) When the number of previously reported authorized, allocated,
possessed, or operationally ready equipment or crewmembers at a home
location is deleted, the equipment and/or crewmembers are removed from the
system.
(4) When deleting a record with a “D” or clearing the field with a
question mark (“?”), the system will also delete any remarks associated with the
fields.
d. MEQLOCN Set Preparation. Use reference i, Table XV-1 and the
information in the following paragraphs to prepare the MEQLOCN set.

(1) Set SCLAS Field. Report a value in this field every time the
MEQLOCN set is used. Enter a classification code to identify the highest
security classification assigned to the information in this set. Valid codes are
“S” for SECRET, “C” for CONFIDENTIAL, and “U” for UNCLASSIFIED.
(2) Transaction Type Code Field. Report a value in this field every time
the MEQLOCN set is used, according to the following instructions.
(a) Use an “A” for “adds” when the unit acquires major equipment, a
newly registered unit receives major equipment, or a unit acquires new models
of major equipment.
(b) Use a “C” for “changes” when:
1. There is a change in the number of previously reported
authorized, allocated, possessed, or operationally ready equipment or
crewmember numbers of specified major equipment.
2. The specified major equipment and crewmembers initially
move to a NEWLOC, whether a geographic location or a ship on which the
unit’s equipment is embarked.
3. The unit moves a portion of the specified major equipment
and crewmembers from its current location to a NEWLOC, whether it is a
geographic location, a ship, or return to the unit.
4. The unit is reporting a change in the number of operationally
ready equipment or crewmembers at the unit, at a specified location or on
board a ship. Recalculate the unit’s total operationally ready numbers for the
set using the operationally ready numbers for the specified major equipment.
The number for the set cannot exceed the number possessed at that location or
on that ship.
(c) Use a “D” for “delete” when:
1. The unit is removing a portion of equipment or crewmembers
from a specified location or ship. After deletion, the system will return the
major equipment and/or crewmember numbers to the unit record.
2. The unit is deleting specified major equipment or
crewmember numbers from the unit control. In this case, after deletion, the
system will remove the major equipment and/or crewmember numbers from
the unit record.

3. Deleting an entry; subtract the number of operationally ready
equipment or crewmembers from the unit’s total for the piece of major
equipment.
(3) MEQPT Field. Report a value in this field every time you use the
MEQLOCN set. Enter “MEQPT:” followed by the code representing the type of
major equipment. Valid codes are maintained in the standard GSORTS
reference file, MEQPT.
(4) Temporary Location Code (TEGEO), PRGEO, and the EMBRK Fields.
(a) Report a value for location every time the MEQLOCN set is used.
Enter the location of the equipment identified in the MEQPT field. There are
four allowed entries for this field: TEGEO, PRGEO, EMBRK, or a hyphen (“-”).
Use only one entry.
(b) Report location of the equipment in one of the following ways.
1. Use the TEGEO field when the equipment is temporarily,
geographically separated from the unit (i.e., flag) and is not on board a ship.
Enter “TEGEO:” and the GEOLOC for the temporary location of the equipment.
Valid GEOLOCs are in the GEOFILE maintained as a standard JOPES
reference file.
2. Use the PRGEO field when the equipment is with the unit
(i.e., flag) and the unit is not on board a ship. Enter “PRGEO:” and the
GEOLOC for the unit's present location. Valid GEOLOCs are in the GEOFILE
maintained as a standard JOPES reference file. If there is no GEOLOC
assigned for the location, use the GEOLOC for an unspecified location within
the country.
3. Use the EMBRK field when the equipment is on board a ship.
Enter “EMBRK:” and the UIC of the ship on which the equipment is embarked.
4. Use a hyphen (“-”) when the equipment is with the unit and
the unit is at its home location.
(5) Major Equipment Authorized (MEPSA) Field and the Major
Equipment Allocated (METAL) Field
(a) Use the MEPSA field when the major equipment has been
authorized to the unit in appropriate authoritative organization documents.
Enter “MEPSA:” along with the quantity of major equipment items of the type
specified in the MEQPT field that the unit is authorized.

(b) Use the METAL field when the major equipment has been
allocated to the unit as opposed to authorized (e.g., foreign-owned equipment

(c) Enter a hyphen (“-”), indicating no change required, if making
entries in following fields in the MEQLOCN set and the previously reported
entry in the MEPSA or METAL field is still current.

entry in this field. The system will add the numbers of equipment previously
reported in this field to the respective MEPSA or METAL for the specified major
equipment under unit control. The total number of the specific major

(6) Major Equipment Possessed (MEPSD) Field
(a) Report a value in this field for a newly registered unit or when
the unit first moves the major equipment identified in the MEQPT field to the
location identified in the TEGEO, PRGEO, or EMBRK field. Enter “MEPSD:”
and the quantity possessed. However, the authoritative organizations will
determine requirements for reporting major equipment status for partial
deployments of a short duration.
(b) Report a value in this field whenever there is a change in the
previously reported quantity of equipment possessed at the location except
when the unit removes all the items.
(c) Enter a hyphen (“-”), indicating no change required, if making
entries in the MEQLOCN set and the previously reported entry in the MEPSD
field is still current.
(d) Enter a question mark (“?”) to remove a previously reported
entry in this field. The system will add the numbers of equipment previously
reported in this field to the respective MEPSD for the specified major
equipment under unit control. The total number of the specific major
equipment will not change.
(7) Major Equipment Operationally Ready - Dual (MEORD) Field. Use
this field to report on the operational readiness status of possessed major
equipment that can deliver either conventional or nuclear weapons, if a unit

equipment capable of delivering nuclear weapons, if a unit has been alerted or
committed to an operation or if the authoritative organization directs.
(a) Report a value in this field when the unit first has operationally
ready, nuclear-capable, major equipment of the type identified in the MEQPT
field at the location identified in the TEGEO, PRGEO, or EMBRK field.
1. Enter “MEORN:” and the quantity operationally ready.
2. In addition to meeting the usual requirements for major
equipment items to be operationally ready, the unit must possess nuclear

counted as conventional-capable major equipment, it is not counted as dual or
nuclear-capable major equipment.
(b) Report a value in this field whenever there is a change in the
previously reported quantity of operationally ready items at the location.
(c) Enter a hyphen (“-”), indicating no change required, if making
entries in the MEQLOCN set and the previously reported entry in the MEORC
field is still current.
(d) Enter a question mark (“?”) to remove a previously reported

(10) Major Equipment Operationally Ready - Other (MEORO) Field.

reporting for a crew type and whenever the number authorized or allocated
changes. Enter the number of crews authorized or allocated to the unit as a
whole in one of the following ways.
1. Use the CREWA field when the crews have been authorized
for the unit in appropriate authoritative organization documents. Enter
“CREWA:” with the number of crews that the unit is authorized to operate the
equipment identified in the MEQPT field.
2. Use the CREAL field when the crews have been allocated to
the unit as opposed to authorized. Enter “CREAL:” along with the number of
crews that the unit is allocated to operate the equipment identified in the
MEQPT field.
(b) Enter a hyphen (“-”), indicating no change required, if making
entries in the MEQLOCN set and the previously reported entry in the CREWA
or CREAL field is still current.
(c) Enter a question mark (“?”) to remove a previously reported
entry in this field. After removing an entry, the system will add the appropriate
number of crews to the CREWA or CREAL record. No further user action is
required.
(12) Primary Duty Crews - Formed (CREWF) Field
(a) Report a value in this field for a newly registered unit or when
the unit first has formed crews at the location identified in the TEGEO,
PRGEO, or EMBRK field to operate the major equipment identified in the
MEQPT field. Enter “CREWF:” and the number of formed crews. The
authoritative organizations will determine requirements for reporting crew
status for partial deployments of a short duration.

(18) Major Equipment-Reconnaissance Capability (MEREC) Field
(a) If the equipment identified in the MEQPT field has a
reconnaissance capability or specialty, use this field when initially reporting for
an equipment type and location combination. Enter the primary
reconnaissance capability in the first occurrence of this field. Repeat use of the
MEREC field if there are secondary and tertiary reconnaissance capabilities.
For each occurrence, enter “MEREC:” along with the code from reference i,
Table 25 that best describes the reconnaissance capability.
(b) Enter a hyphen (“-”), indicating no change required, if making
entries in subsequent repetitions of the MEREC field and the previously

the GEOFILE maintained as a standard JOPES reference file), or the UIC for
the ship on which the equipment and or crew will embark.
(c) Omit this field or enter a hyphen (“-”), indicating no change
required, if the location remains the same.
3. Preparing the MEQLOCN REMARKS Segment. Use Enclosure L to complete
the REMARKS segment. Repeat the segment for as many remarks as
necessary. When repeating the segment, insert the remarks in the same order
as the fields appear in the message. However, the GENTEXT set does not have
to be repeated when deleting a remark.

SERVICE REPORTS
1. Purpose. USA, USN, and USAF units all report using unique procedures,
sets, and segments. USMC units do not report or maintain unique data. This
enclosure provides general guidance for use of these procedures, sets, and
segments in GSORTS. Use Enclosure S to identify Service-unique data fields.
Use the Service publications at Enclosure T to address Service procedures.
2. SORTSREPAR Report. USA units report using the SORTSREPAR report and
the DRRS-A/NetUSR system. Use references h and i for specific information on
USA UICs and TPSNs, respectively. Use reference j for specific information on
USA unit reporting in GSORTS.
3. SORTSREPNV Report. USN and USCG units report using the
SORTSREPNV report and DRRS-N/TRMS. Use reference k for specific
information on USN and USCG unit reporting in GSORTS.

MAJOR EQUIPMENT IDENTIFICATION REFERENCE FILE AND REPORT
1. Purpose. The MEQPT code establishes a reference file of major equipment
designations within the Department of Defense. The Major Equipment
Identification Report (MEREP) provides the reporting mechanism within which
the Joint Staff, Services, and combatant commands can identify and track
major equipment.
a. Equipment Types. The MEQPT file and MEREP record major equipment
such as primary weapon systems and other authoritative organization or Joint
Staff designated items required by a unit to accomplish its assigned missions.
Major equipment identified in MEQPT and reported in GSORTS are as follows:
(1) Aerospace vehicles and air-defense weapons systems (i.e., fixed-
wing and rotary-wing aircraft, including vertical/short takeoff and landing
aircraft and missiles).
(2) Armored vehicles (i.e., tracked and wheeled fighting vehicles, tanks,
and personnel carriers).
(3) Artillery (i.e., towed and tracked; howitzers, missile launchers, and
rocket launchers).
(4) Transportable communications (i.e., satellite terminal equipment).
(5) Other equipment as required by the authoritative organization or
Joint Staff.
b. Maintenance of the MEQPT File. DISA maintains the master copy of the
MEQPT file. Services, combatant commands, or agency headquarters submit
updates to the MEQPT File to DISA. DISA provides updates to all GSORTS
sites monthly, or more often if required.
2. Major Equipment Identification Report
a. Authoritative organizations submit MEREPs for major equipment items
as required in paragraph 1a. The Chief of Naval Operations will submit reports
for the U.S. Coast Guard's items of major equipment, as appropriate.
b. Combatant commands submit MEREPs for foreign or international
major equipment items as required.

c. Register and report equipment only assigned to operational combat, CS,
or CSS units in the MEQPT file. Do not register equipment designated as test,
experimental, prototype, or planned in the MEQPT file.
d. Submissions
(1) Authoritative organizations submit MEREPs to the Joint Staff/J-39,
Readiness Division, the Pentagon, Washington, D.C., 20318-3000. Submit a
MEREP to add, change, or cancel an item of equipment. DISA will delete
canceled equipment from the MEQPT reference file upon receipt of an updated
MEP and approval of the Joint Staff.
(2) The MEREP and MEQPT file are UNCLASSIFIED.
e. Preparing the MEREP. Use this report whenever adding, deleting, or
changing items to the MEQPT file.
(1) Transaction Type Code Field. Make an entry in this field every time
the MEREP is submitted. Enter “ADD,” “CHANGE,” or “DELETE.”
(2) Report Originator Field. Make an entry in this field every time the
MEREP is submitted. Enter the user or monitor code of the authoritative
organization originating the report. Codes are listed in Enclosure R, Table 38.
(3) MEQPT Field. Make an entry in this field every time the MEREP is
submitted. Enter “MEQPT:” followed by the unique identity of the item. When
adding or changing a piece of communications-electronic equipment, omit the
“AN” characters and the slash (“/”) used to designate the type set (e.g.,
AN/TSC-85). Use only the letters and numbers following the slash (“/”) (e.g.,
TSC-85).
(4) Major Equipment Name (MENAM) Field. Make an entry in this field
every time the MEREP is submitted. Enter “MENAM:” followed by the
authoritative organization-assigned equipment name.
(5) Major Equipment Functional Classification Code (MECL) Field.
Make an entry in this field when adding or changing equipment in MEQPT.
Enter “MECL:” followed by the functional classification code of the item. Codes
are listed in Enclosure R, Table 54.
(6) Major Equipment Capability Indicator Code (MECAP) Field. Make
an entry in this field when adding or changing equipment used to deliver
ordnance or conduct sensor reconnaissance. Enter “MECAP:” followed by the
capability indicator code of the item. Codes are listed in Enclosure R, Table 55.

(7) User/Monitor Indicator (USER) Field. Make an entry in this field
when adding or changing equipment in MEQPT. Enter “USER:” followed by the
